New test files for TFC

There are new test server files available that fix the 24 player max
in TFC for Half-Life:
As before, server admins will want to have these files backed up in case they want to revert back to the previous version. If this server runs well over the weekend for everyone, they will be considered a final release.
Win32 Server Files Changed:
sw.dll
sierra.inf
eadme.txt
fcdlls fc.dll
Linux Server Files Changed:
hlds_run <-- This file didn't change, but I wanted to make sure that people got the correct version from 3.1.0.1.
