Yes there is "budget" stuff, but if you know what you are looking for there is a lot of new stuff and great deals to be found there.

The key is to go looking for something in particular (preferrably hardware). If you just go to "look around" you aren't going to find as much by just glancing at the booths. If you are looking for something, like a motherboard and processor for example, and actually go from booth to booth and look into it you will find a gdod deal.
