1. Credit:

The following rules are based heavily on the rules available from the Cyberathlete Amateur League Counter-Strike league (CAL) and Cyberathlete Professional League (CPL) and have been edited solely for the purpose of the application to our Counter Strike tournaments. These are in no way complete CAL/CPL rules and should not be construed as such. If you would like to view the official CAL rules, you can find them on their website at http://www.caleague.com/. 2. General Guidelines:

2.1:

Players and teams are responsible for ensuring that all of their members know, understand and follow all rules. Ignorance of the rules is not an excuse for a violation.

2.2:

Teams who violate any rules may be subject to disciplinary action. This includes but may not be limited to forfeits and replays. The league may change penalties as it sees fit.

In the event a team breaks the MM1 rule (5.5) and degrades, verbally attacks or threatens an opponent, that player will be removed from the tournament. The league will not tolerate such behavior.

2.3:

Teams will 5v5. No player is allowed to be on two teams at the same time.

Teams will appoint a team captain. The captain shall be responsible for all communication with the MwGL officials. The captain will also ensure that his team is ready at the start of the match and communicate this to the official by MM1. The captain shall be the only team member utilizing MM1 (5.5).

3. Definitions:

• MATCH - A game played with each team playing a half match as Counter-Terrorists and the other half as Terrorists.

• HALF - One 12 round map session (2 halves equal a match).

• ROUND - One 3-minute cycle on a map (a server setting).

• HOME Team - listed as the bottom team on the bracket. The HOME Team must be the attacking team (Terrorist) the first half.

4. Tournament Guidelines:

4.1:

The tournament is arranged on a bracket much like the NCAA Tournament or the NFL playoffs. The tournament is double elimination. Bracket placement will be completely random.

4.2:

The following maps may be used for all matches. Each Tournament Round will use one map. Maps will cycle with Tournament Rounds.

De_Aztec, De_Cbble, De_Clan1_Mill, De_Clan2_Fire, De_Dust2, De_Inferno, De_Nuke, De_Prodigy, De_Train.

5. Match Guidelines:

5.1:

All players will be expected to be in the designated server within 5 minutes of their match being announced. Failure to do so will result in a loss being issued to the team which does not meet this rule. Once all players are in the server an MwGL member who is remotely controlling the server will confirm that the teams are ready and then begin the match. Once the match is begun by the MwGL representative, both teams are considered to be in agreement of the current match setup.

5.2:

If a server (or network link) crashes before 3 rounds have been completed, the server must be restarted and the game's score is reset to 0-0. If the server crashes after the 3rd round has completed, the game must be restarted and played with the same score. Furthermore, the maximum rounds of the half are changed to equal the remaining rounds left at the point of the server crash.

5.3:

If a competitor’s computer crashes (or network link is dropped), that individual must make their best effort to rejoin the match at their earliest possible convenience. To prohibit any exploits, there will be no stoppage in play and no substitutions will be allowed in this instance. We encourage all participants to ensure their computer is in proper working order prior to the event to minimize any chances of this occurring.

5.3:

Reserve players can act as a substitute at the start of each match or during half-time. A maximum of two substitutes will be allowed. Substitutes may not be used before an overtime match.

5.4:

Custom models and skins will be allowed, with the exception of colored models, spiked models and anything else that may be construed as cheating at the discretion of an MwGL official. If you are not sure if your models/skins are appropriate, speak to an MwGL official before the start of the tournament, although we encourage you to apply common sense to this situation. Custom crosshairs will also be allowed, with the exception of full screen sniper zoom. These views must have proper black out areas.

5.5:

Only team captains are allowed to use public in-game messages (messagemode1, or mm1) within a game. This rule also applies when dead. Use of MM1 by any member other than the team captain could result in a forfeit and loss, unless purely accidental (which shall determined by an MwGL official). Other team members must only use team messages (messagemode2, or mm2,) while in the game. Voice communication, obviously, will be allowed for everyone to use.

5.6:

There must be a winner and a loser of every match. In the incident of a tie, two 3-round halves will be played for overtime. If the score is tied after the first overtime match, a double overtime match ensues with the same rules. In the case of further ties, additional matches of two 3-round halves will be played on new maps that are randomly chosen per each overtime match.

5.8:

• Bomb Planting: It is legal to plant in hidden areas or in areas not normally reached through the use of boosting or jumping outside of the normal bomb zone as long as it is possible to defuse the bomb through normal means, including the use of boosting of a player to reach the bomb. If a bomb has been boost planted and the opposing team is unable to reach it due to a lack of players to reach the bomb, then it is still a legal plant.

• Boosting: Player boosting is legal with any number of players. Any area that can be reached on the map is considered a valid position as long as the position is not used to exploit the map by seeing into areas that are not intended. Examples include being boosted in Aztec and looking through or over the wall to see where the opposing team is coming from, or being boosted in Dust, in order to sky walk.

5.9:

The match will end once one team has won eight rounds in that match. The LOSING team must then report the score to the MwGL official in charge of the tournament.

7. Conduct:

All participants in MwGL will be required to uphold to the highest standards and observe common sportsmanship.

Anyone who has been caught cheating at any MwGL event may be suspended from any future MwGL event. MwGL officials will review cases and players may be suspended for a period of not less than one year and is subject to review by MwGL for readmission after that point. If a player is caught cheating in an MwGL match, their team shall forfeit that game. Any matches played with that player up to that point should have the losses overturned. The computer system that you play from is not the responsibility of the Mid-west Gaming League. You are responsible for the system that you play from. If you allow others to use your computer(s) or you borrow/rent systems to play from, you need to ensure that they are cheat free prior to playing. MwGL will not conduct witch-hunts to try and find cheat violations against players.

Any individual that belittles or demeans the league or officials will be immediately removed from the tournament. Personal attacks will not be tolerated. Players will refrain from the use of vulgar language during the entire competition. Teasing competitors during matches is prohibited. All rules of conduct also apply to chatting through the game console.

Players are expected to compete in a professional manner. Throwing a match, halting play without cause, or showing a flagrant lack of effort will be construed as a violation of player conduct, and will result in match forfeit and disqualification from the tournament.

8. Cheating:

8.1:

Cheating is viewed as any means in which an individual or team seeks to gain an unfair advantage over another team or individual. Any form of cheating, including but not limited to intentional disconnects, ping flooding, server crashing, hacks, map exploits, spying on another team, and any means of communication other than the voice communication or team messages used in game, etc., will result in immediate forfeit of that match and removal of the player from the event. If you have a question regarding a particular tactic, ask a tournament official prior to the match. MwGL officials will have the final decision on whether something is an exploit.

8.2:

Team members may communicate verbally if they have not been eliminated in the game or if all team members have been eliminated. When a player has been eliminated, he or she must not speak after their character reaches zero health. This means a player may not verbally communicate with team members while their character is dying. If a team is caught doing this they will be given one warning. On the second instance, the round will be forfeited to the other team. If it is done a third time the match will be forfeited to the other team.

8.3:

Valve's anti-cheat protection will be run on our event servers. If this protection detects a cheat on an individual’s computer, that individual will be immediately removed from the event. If you have cheated in the past, it is possible that these cheats might be detected, due to registry modifications. If you have cheated in the past, it is suggested that you format your hard drive in order to remove any files which might possibly be left over. If you are detected, we do not care if you are not using it now and only downloaded it to see how it worked. For fairness to all you will be removed from the tourney.

8.4:

If you are caught cheating in any tournament or during regular play prior to the tournaments you will be removed from all tournaments for which you have registered. If you are removed from the tournaments you will forfeit your entry fees to all tournaments, and your event fee will NOT be refunded. You have been warned. If you want to play in the tournaments you must keep your play clean as MwGL will not tolerate any form of cheating, be it in public/casual play or tournaments.

9. Changes:

The Mid-west Gaming League reserves the right to modify the rules as needed at any time. This includes changes due to software updates or releases and all other changes deemed necessary to the league. Teams should check the rules prior to every event to ensure they are in complete compliance. Teams must understand that the rules listed are guidelines that MwGL will use to try and ensure fair and competitive play and are subject to interpretation by the MwGL officials based on the spirit of the rule and game.
